With a Resource blessing, it boosts it to a mere 1.5% chance (seeing how Blessings only give you a 50% boost), and with a Resource Drop Chance Booster it gives it a 2% drop rate, since those booster I believe give you a 100% boost.To turn them into full Rivens, you first need to collect 3 of the same type of Riven Sliver. You can do this by completing specific missions in the game, or by trading with other players.
