EX: if your rifle has a stat of 2.5 it will always shoot 2 bullets and have a 50% chance of shooting a third every time it shoots. For the cost of one bullet. Outside of incredibly niche cases YES.I was thinking upgrading them to 8 cost for damage/multishot and 7 cost for the elements. So damage(8)+multishot(8)+element(7)+element(7)=30 which lets me use combined elements. But I don't know if that is what gets me the best damage.
