It does offer 9 additional slots though, which is good if you like carrying lots of keys, or maybe have it loaded with keys for two maps. That's more of a convenience thing than anything else. If he's reusing, he could probably fit 3 maps worth of keys in a SICC and still have plenty of space for dogtags.
